David R. Borges

Assistant Director/Senior Research Associate

David R BorgesDavid Borges has served as a  Senior Research Associate at the Center for Policy Analysis for the past ten years and was appointed Assistant Director in the summer of 2006. He holds a Bachelor’s degree in Political Science from the University of Massachusetts Dartmouth and a Master’s degree in Public Administration from the University of Central Florida in Orlando, Florida. David is involved in nearly all aspects of the Center's operation, including project management and coordination, report writing, economic analysis, grant and proposal development, spreadsheet and database management, staff supervision, Center representation at public forums,and maintaining the Center's web page.


Recent Studies:

Legal Aid Coalition of Southeastern Massachusetts: Needs Assessment Survey 

The goal of the survey is to identify the most critical legal needs of low-income residents in Barnstable, Bristol, Dukes, Nantucket and Plymouth Counties. The study includes three major components: a telephone survey of low-income residents in the five county target area, a self-administered survey completed by low-income residents at various sites throughout the five county target area, and two focus groups held in New Bedford and Barnstable, Massachusetts.

RiverCulture Economic Impact Analysis and Visitor Survey

The Center for Policy Analysis was retained by the Town of Montague to conduct an economic impact analysis and program evaluation of RiverCulture.  The RiverCulture Project was established to further existing efforts to promote cultural economic development.  The RiverCulture Project is a coordinated effort of cultural programming, which has established a varied calendar of events in Turners Falls aimed at "nurturing local artists and establishing an environment that attracts businesses, residents and visitors."
 
SouthCoast Signals 2007

SouthCoast Signals measures a variety of social, economic, educational, and environmental indicators in the SouthCoast. The project is a collaboration between the UMass Dartmouth Center for Policy Analysis, UMass Dartmouth's Office of the Chancellor  the Community Foundation of Southeastern Massachusetts. In all, fifty-four indicators are tracked to determine where the region is and where it is going. The list of indicators emerged out of a grass roots process involving the Community Foundation and the Regional Community Congress.

An Assessment of Childcare Needs in Southeastern Massachusetts

The purpose of this study is to determine the level of supply and demand for childcare in Southeastern Massachusetts and if these levels justify the expansion of childcare services at UMass Dartmouth's Children’s Center for Learning.

Boston Cyberarts Program, Evaluation and Economic Impact Analysis

The Center for Policy Analysis was retained by the Massachusetts Cultural Council to conduct a program evaluation and economic impact analysis of the Boston Cyberarts Festival. The Boston Cyberarts Festival is the first and largest all-media cyberarts festival in the nation.  The Festival includes exhibitions of visual arts, music, dance, and theatrical performances, film and video presentations, educational programs, lectures and demonstrations and symposia that explore the impact of technology on art and how artists throughout the world are using technology to advance traditional and evolving artistic disciplines.

TransCultural Exchange Conference, Economic Impact Analysis and Program Evaluation

The Center for Policy Analysis was retained by TransCultural Exchange to conduct an economic impact analysis of the Conference on International Opportunities in the Arts. TransCultural Exchange’s (TCE) 2007 Conference on International Opportunities in the Arts was the first ever Conference on International Opportunities in the Arts to be held in America.  More than 60 representatives from around the world joined over 350 attendees and 25 moderators to converge in Boston during the weekend of April 27-29, 2007, turning Boston into the hub of the global arts community. 

Status of Women in Bristol County
 
Status of Women in Bristol County was undertaken to assist the Women’s Fund of the Community Foundation of Southeastern Massachusetts to better understand the needs of women in Bristol County as a whole, as well as the women in the two major cities of Fall River and New Bedford.  The report is being used to begin an informed conversation about the status of women in Bristol County and as a step toward achieving the mission of the Women's Fund of “supporting programs that develop, promote and protect the mind, body, spirit and choices of women and girls.”

Education and Ethnicity in Southeastern Massachusetts II: 1980 to 2000

This report is a follow-up to Toby Huff’s 1989 study that examines changes in the formal educational attainment of Portuguese Americans in the Portuguese Archipelago from 1980 to 2000. It compares the educational attainment of persons of Portuguese ancestry to non-Portuguese residents and to those of other ancestries in the area. The report explores several factors that are correlated with educational attainment, such as foreign birth, year of immigration, age, and English ability, while it also compares the educational attainment of foreign born to native born Portuguese. Finally, the report examines some of the outcomes of education correlated with educational attainment such as income and occupation.

The Center for Policy Analysis is located on the far eastern edge of the Dartmouth campus at 128 Chase Road in what was once the university President's official residence. You can get to the Center via the access road behind the Public Safety building (across from parking lot 6).
