REPORTS

The New England Gaming Research Project was launched by the Center for Policy Analysis with the February, 2004 release of its first annual New England Casino Gaming Update. Its purpose is to provide policymakers, the general public, and the media with independent and objective research on the economic and fiscal impacts of gaming within the New England region.

Maximum Bet: A Preliminary Blueprint for Casino Gaming & Economic Development in Massachusetts

Project Description: The purpose of this preliminary blueprint for casino gaming and economic development in
Massachusetts is to offer recommendations for a statewide gaming policy that will maximize the economic
impacts of expanded gambling in Massachusetts, while minimizing or mitigating its social impacts. The
recommendations are based on data generated by the New England Gaming Research Project,
including its biennial Gaming Behavior Survey and its annual New England Casino Gaming Update. The
blueprint takes account of public opinion on expanded gaming, existing proposals for expanded gaming,
and data on casino patronage, expenditures, and market potential.

Project Description: An update of the 2006 patron origin and fiscal impact analysis for Foxwoods Resort Casino, Mohegan Sun Casino, Lincoln Park, and Newport Grand. The update applies patron origin ratios from a 2007 study to calendar year 2006 financial data. For the first time, the update includes data on Hollywood Slots in Bangor, Maine, while incorporating findings from the Center’s 2004 gaming behavior survey.

Taking the Gamble VII: Narragansett Indian Casino: Do Rhode Islanders Support the Tribe's Right to Build a Casino on Their Tribal Lands?

Project Description: A random sample of 2,806 Maine, Massachusetts, New Hampshire, and Rhode Island residents asked respondents their propensity to gamble on scratch tickets, other lottery games such as Megabucks or Powerball, Keno, casino gambling, dog or horse racing, bingo, and the Internet. The survey also determines the percentage of residents in these states who visited Foxwoods or Mohegan Sun in the last 12 months, how often they visit, the number of visitors and average visits per year to Foxwoods & Mohegan Sun by state, and the amenities that attract respondents to these casinos.

Project Description: A random sample of 1,041 Massachusetts residents was asked the following question: “Do you think that the Massachusetts state legislature should authorize slot machines at the state’s four racetracks?"

Results show that Massachusetts residents favor the authorization of slot machines at the state’s four racetracks by a large margin: 53% (yes), 29% (no), and 18% (don’t know/undecided). This report also compares results between various demographic groups based on sex, age, income and education), by gamblers and non-gamblers, and by region. In addition, the report assesses respondents' opinions about the comparative costs and benefits of a Massachusetts casino.

Results show that Massachusetts residents favor the authorization of a resort casino in the Bay State by a large margin: 56.5% (yes), 30.1% (no), and 13.5% (don’t know/undecided). This report also compares results between various demographic groups based on sex, age, income and education), by gamblers and non-gamblers, and by region. Project Description: The purpose of this report is to update the Video Lottery Terminal (VLT) “slippage�? estimates contained in an earlier (2004) fiscal impact analysis of a resort casino proposed for West Warwick, Rhode Island. The results of the original fiscal impact analysis was presented in a report, Economic and Fiscal Impact Analysis for a West Warwick Resort Casino, that was submitted to the Rhode Island State Senate in May 2004. The purpose of the updated estimate is to provide an independent fiscal impact analysis of the proposed resort casino that takes into account changes since 2004.

Project Description: This press release and accompanying data files present estimated lifetime revenues for Foxwoods Resort, Mohegan Sun, Lincoln Park, and Newport Grand. The analysis is based on data compiled during the past thirteen fiscal years, through June 30, 2005, by the Connecticut Division of Special Revenue (CDSR), the Rhode Island State Lottery (RISL), the U.S. Securities & Exchange Commission (SEC) Form 10K filings, and patron origin studies conducted by the CFPA since 1995.

Patron Origin Analysis: Foxwoods Resort Casino & Mohegan Sun Casino

Project Description: This analysis estimates the geographic origins of visitors to Connecticut’s Foxwoods Resort Casino and Mohegan Sun Casino, particularly the percentage of patrons who are residents of Rhode Island, Massachusetts, and the other New England states. The patron origin ratios are applied to calendar year 2003 financial data to conclude that Massachusetts residents will spend approximately $821,000,000 at Connecticut’s two casinos in Calendar Year 2004 compared to $620,000,000 in CY 1998. Rhode Island residents will spend approximately $301,000,000 at Connecticut’s two casinos in Calendar Year 2004 compared to $226,000,000 in CY 1998.

Economic & Fiscal Impact Analysis for a West Warwick Resort Casino

Project Description: Economic & fiscal impact analysis for a proposed West Warwick Resort Casino. The report estimates that a $600 million resort casino would directly generate 3,106 construction jobs and 3,571 permanent jobs at the casino with a total payroll of $101 million annually. The probable net fiscal impact for the State of Rhode Island is $119 million in additional annual revenues.

Market Analysis for a West Warwick Resort Casino

Project Description: An analysis of the New England gaming market with estimates of the potential demand for a West Warwick Resort Casino. The analysis estimates that a resort casino would attract 3.7 to 4.8 million visitors annually and generate $510 million in gross gaming revenues annually. It is estimated that a resort casino in West Warwick would capture approximately 62% of the current visits by Rhode Island and Massachusetts residents to Foxwoods and Mohegan Sun.

The update applies patron origin ratios from the Center's 1999 study to calendar year 2003 financial data. It is estimated that Massachusetts residents spent approximately $829,000,000 at Connecticut's two casinos in Calendar Year 2003 compared to $620,000,000 in CY 1998. Rhode Island residents spent approximately $301,000,000 at Connecticut's two casinos in Calendar Year 2003 compared to $226,000,000 in CY 1998.
