Project Description: The New Bedford Drug Court is targeting 300 adult non-violent misdemeanor and felony substance-abusing offenders over a three-year period. Participants are expected to engage in the program for a minimum of 12 months. The program will provide early, continuous and intensive judicially supervised treatment, mandatory drug testing, graduated sanctions, aftercare and other rehabilitative services such as education, medical resources, housing, transportation and job training. The Center for Policy Analysis is conducting an evaluation of the program to monitor its effectivness.

The analysis documents that academic mobility between the United States and its NAFTA partners is quite limited and concludes that an increase in academic mobility is likely to lag cross-border economic activity. The main obstacles to the free movement of professional services in higher education do not involve tariff or non-tariff barriers and, consequently, NAFTA does not directly address the types of restrictions that obstruct greater academic mobility.

Project Description: A survey to determine and assess the need for legal services among poor and moderate income residents of Southeastern Massachusetts (Plymouth and Bristol County). The survey includes a random sample scientific poll administered by telephone, a mail survey of client organizations, and selected focus groups that include underrepresented ethnic groups, local agencies, and organizations who use the sponsor's services.

Project Description: Evaluates the peformance of the Sandwich Public Schools system against seven other "peer communities" using standardized measurements of "educational outputs" such as school attendance rates, retention and promotion rates, advanced curriculum enrollments, suspension rates, standardized test scores, and college attendance rates. A Comparative Performance Index was designed and copyrighted by Senior Research Associates at the Center for Policy Analysis to provide a summary comparison of the schools' performance relative to comparable schools in Massachusetts. A Progress Report also highlights educational reform initiatives being implemented by the School Department to address identified problem areas.
