ABSTRACT
With a workforce of 4200 military and government civilians, 2600 of whom are scientists or engineers, the Naval Undersea Warfare Center (NUWC) is responsible for maintaining the Navy’s core of technical expertise for overseeing development, delivery and support of the technologies and systems necessary for deploying undersea military capabilities capable of meeting the nation’s needs. Implicit in this responsibility is the need to thoughtfully plan and manage specialized – and often unique – technical, business and infrastructure resources, not only to meet the Navy’s near-term needs, but also to shape and evolve capabilities for the future. Many of these capabilities cannot be readily acquired externally; they must be developed internally over the course of many years. As a knowledge-centric organization, NUWC is capable both of ensuring that its supply of undersea warfare experts is sufficient to satisfy today’s demands, and also that the “pipeline” of experts-under-development is adequate for meeting future demands. Effective management of such an extensive and diverse portfolio of specialized expertise dictates a need for detailed insights into its building blocks: what areas of knowledge contribute to each capability, how much of the capability exists, how much will be needed in the future, and what it takes to sustain or grow a given capability. Additionally, to prevent undesirable duplication of capabilities across the larger Navy portfolio of government expertise, assessments of the health of the undersea warfare components must be framed within terms of reference which are common with other Navy organizations. NUWC uses a methodology that identifies mismatches between supply and demand with a high degree of granularity, and also enables creation of actionable workforce shaping plans at the individual employee level to mitigate them.
Mr. John C. Mickey holds the position of Deputy Technical Director, Naval Undersea Warfare Center, where he advises the Technical Director and Commander on matters of organizational strategy, policy and programs. He retired from the U. S. Navy in 2005 with more than 26 years of active duty service as a submarine officer. His active duty career included tours on four submarines and command of the nuclear-powered fast attack submarine USS CHICAGO (SSN721), assignment as Program Manager, Submarine Sensor Systems (PMS435) for Program Executive Officer, Submarines, and command of Naval Undersea Warfare Center Division, Newport. Following retirement, he worked for Booz Allen Hamilton, an international strategy and technology consulting company. Mr. Mickey received his Navy commission from the NROTC program at the University of Pennsylvania with a Bachelor of Science degree in Chemical Engineering. He holds a Masters of Business Administration degree from Anna Maria College, and Level III certification in Program Management as a Defense Acquisition Professional.
