The following procedures have been developed to assist University of Massachusetts Dartmouth faculty and staff in the preparation of proposals.

The guidelines have been developed to ensure compliance with Federal, State, University and Sponsor policies and guidelines.

These procedures are based on the UMass Dartmouth Policy for Development and Administration of Grants, Contracts and Cooperative Agreements for Sponsored Programs, The UMass Board of Trustees Policy for the Development and Administration of Grants, Contracts and Cooperative Agreements for Sponsored Projects, as well as other applicable internal and external policies, guidelines and best practices.

The Office of Research Administration is available to assist you with proposal preparation. To find your proposal reviewer please see ORA staff assignments or call x8953.
ORA assignments are by college or department.

All proposals to external sponsors seeking funding for research, service and training purposes must be routed through ORA for review and approval prior to submission to the sponsoring agency. Most proposals require a signature from an authorized official. The authorized officials for sponsored projects at UMD are the Director of ORA and the Pre and Post Award Manager.

Applications submitted without the review and approval by ORA are not considered official submissions and may be administratively withdrawn if the applications are found to be noncompliant with Sponsor, University, State or Federal policies and procedures. Applications submitted to ORA without sufficient time as described below to allow for ORA adequate review and required modifications may also be administratively withdrawn if found to be noncompliant with Sponsor, University, State or Federal policies and procedures.

Submittal to ORA for complete and thorough review of the completed proposal should be done no less than 5 days before the sponsor due date.

Prior to submitting proposals to sponsors, ORA staff review them for:

  • accuracy
  • completeness 
  • compliance with sponsor guidelines
  • University policies

Observing this lead time requirement will help ensure that your proposal can be reviewed and that any required modifications may be made in sufficient time to meet deadline dates. This is especially true for complex and/or electronically submitted proposals where incomplete or inaccurate data can result in submission errors and rejected applications.

Proposals not submitted with adequate time for review and corrections may result in proposals being administratively withdrawn due to not meeting the proposal requirements.
Corrections and resubmissions made after the proposal deadline are considered late submissions.

If proposals are not received by this deadline, the Office of Research Administration cannot guarantee timely submission. Nor can ORA guarantee submission if the volume of proposals submitted electronically causes system overload and results in a proposal being received late by the sponsor.
Depending on the anticipated volume you may wish to get your completed proposal to ORA even earlier than 5 days.
