Hello !
My name is Sandra. I was born in Portugal but I have been living in France for 9 years. My parents were both born in Cape Verde and I also have Portuguese (my grandparents were Portuguese) and British origins. I am a student and I hope I will be a Translator/Interpreter. I can speak 6 languages : Portuguese, French, English, Spanish, Italian and of course Cape Verdean. I just wanna thank you for creating a Cape Verdean site. I hope it will allow people to get to know better this wonderful country.
My heart was filled with joy when I find out there was a Cape Verdean site. I always wanted to know a little more about the country of my origins and thanks to you today I feel closer to it as I know much more about its history, traditions, inhabitants, etc.
My boyfriend is French and he loves our culture. Imagine his joy when I will tell him about this web site !
I also wanted to thank all the Cape Verdean people around the world for keeping our culture alive. Last summer I went back to Portugal to see my family and I also met relatives I did not know. Some of them were from Germany and I cannot speak a word of German ! How did we manage to communicate then ? Well, we spoke in Cape Verdean. How wonderful it is to see that as years go by the language is still here. Parents teach Cape Verdean to their children and that is absolutely fabulous. I just can believe it !!!!

I'm reacting to Carlos dos Anjo's reaction on what Dr. José Monteiro
Évora wrote about Cape Verde.
Carlos, I'm sure you must have more statistical data's than Dr. José
Monteiro Évora but the picture you're presenting is much too pretty
to be true. Statistics are very tricky things. You can manipulate them
as well as you would like if you are not controled and i'm sure in
Cape Verde that's the case.You can not tell me that de school enrolment
in C.V is 99% with a 2% drop out. What about al those street children
in Praia en Mindelo?
Are they included in your statistical data? What about al those young
people who are not at school at the moment?
You also said that there's no corruption in Cape Verde. What i tell you
is please to keep this cheap campagne talk for illeterate people who
don't know what's going on in C.V. A lot of people know about the visits
of members of the worldbank to C.V. to investigate the suspicious
financial policy of the goverment and about ministers who after commiting
serious corruptions acts who are still working in the goverment.

Think about it!

I am a second generation of American Capeverdean. I so look forward to going one day with all (5) of my children to see where my family came from. How they lived, and what they ate. And oh!!!! the language. I'm am homeschooling my children this September, and I will be teaching them more of the language. I will take a Spanish cd, and where it is Spanish, it will be replaced with Creole, or Capeverdean. How is this said I am Capeverdean, but I speak Creole? or I speak Capeverdean. My sisters and my brother are very much into what we consider 'OUR HERITAGE!" I wish that they would come up with a book of the Capeverdean Language. One for each island. My family is Depina,Dias, Deas, and they are from Fogo. So this dialect is what I'll be teaching to my children. I use what I know, but I want more!!! This sight is really great. Thanks for those who want to get what they can about their backgrounds. My vovo just died in February, and my Papa has been dead for some years. I looked up Cape Verdean after seeing a picture of the handsomest man
I have ever seen in a personal column. I am embarassed that I knew
nothing about Cape Verde, or those living in the US and keep their
heritage alive--so I have to find out more.
As one of Polish decent, I respect ethnic heritages. I am going to
learn more, especially the cooking and music. And to think, I used to
live in Mass. and never knew how close I was to such a rich cultural
area.
Don't know who that handsome fella is--but many thanks for the

Hi Folks,
I finally found time to log onto the Cape Verdean "unofficial
home page. I hope everyone in the land is doing well.
Just to give you a few updates on what's happening or getting ready to
happen in and around New Bedford. To date, the Manuel E. Costa Sr. Memorial
Basketball Scholarship Tournamnet is in it's eighth year. The tournamnets
are held at the New Bedford Boys and Girls Club. This idea was initiated
by Mike Concecio who approached Manny Costa's family and friends.
Every year we have a great time and turnout. The committee presents numerous awards and
scholarships to deserving indivduals.
This year we are coordinating, with the Cape Verdean Basketball
Federation to bring a team from here (US)to play in Cabo Verde (Praia)
in the African Tournament.We are excited about this endeavor and if we s
are succesful, it may open the doors for us to continue to
bring teams (including under 18 and females) in the future.
Our goal is to raise the air fare for 20 people (players and chaperones)
and accommodations will be made available. Also, we are seeking to recruit
Cape Verdean basketball players who may want to participate. Through
this effort, Cape Verdean players who play well may be selected to
play in the African International Games.
If you are a Basketball player and qualify to play you can contact me

In addition to the above, I was asked by the OLOA Reunion committee
to let folks know - coming soon is the OLOA Reunion for all Basketball,
Baseball, Cheerleaders, fans etc. This week-end event may happen in
October/1999. So stay tuned for additional information.The committee
is meeting now and we'll update you as soon as more information is

I had my first contact with the Cape Verdean community as a job corpsman at Fort Rodman Job Corp Center in New Bedford, Massachussetts. I was out of New York City at the time and it was my first time ever hearing of Cape Verdeans.
For me it was a learning experience and a very interesting experience. I regret not spending more time in New Bedford but Ford Rodman Job Corp Center was abruptly closed and I had to leave the area.

My computer (Cyber Space) was down for about a week. Had problems;so i took it to a technician to fix what ever the problem was.
Yep he some how or another erased every thing I had in my computer.
So I have lost all my one year of collection gone down the cyber space drain if you will allow me to say that. So those of you who read this please send me a e-mail so i can have your address.

Roughly 90 percent of all HIV transmission in Sub-Saharan Africa
is by heterosexual sex. HIV has spread rapidly among people with
high-risk behavior and widely among those assumed to be at lower risk.
Most Sub-Saharan African countries face the dual challenge of
lowering HIV prevalence-which can only happen over many years-and
of coping with the impact of existing high prevalence on the health
system and society. Domestic budgetary resources to accomplish this
are limited. Countries at the least advanced stage of the
epidemic-Cape Verde, Madagascar, Mauritania, Mauritius,
and Somalia-have a unique opportunity to intervene early and
aggressively to pre-empt a full-scale epidemic.

Economic/Political Context
Policy reform efforts were accelerated in late 1997 with the support
ofInternational Development Association (IDA) for the Economic Reform
Support Operation. Cape Verde's domestic debt reduction mechanism is
a pilot operation in Sub-Saharan Africa. The Government has
established a Trust Fund with Government's contribution expected to
be about US$80 million in net privatization proceeds, and that of
donors about US$100 million. On the political front, Cape Verde is
a functioning democracy which has made impressive political and
legal reforms and entrenched the rule of law. Having emerged out of
a one-party political system, the country held its first democratic
lections in 1991, and second elections in 1996. The next poll is
scheduled for 2000.
Development Picture/Donor Coordination
With the World Bank assuming a prominent role, aid coordination will
continue to improve. Cape Verde's major bilateral donors are Austria,
Germany, the Netherlands, Sweden, Switzerland, with the European
Union (EU) and African Development Bank playing an important role at
the multilateral level. The last UNDP Donors' Roundtable was held
in July 1997 in Brussels and co-sponsored by the EU. Donors have
indicated strong support for the Trust Fund initiative.
Non-governmental organizations (NGOs) are not very visible in Cape
Verde but the Government is trying to ensure that NGOs get
actively involved in development efforts in the country.
World Bank Role
With emphasis on capacity building and private sector development,
the Bank has been playing a major role in Cape Verde's economic and
social development. Capacity building and/or private sector
development are embedded in all six ongoing operations
(Transport Infrastructure, Public Sector Reform & Capacity Building,
Basic Education & Training, Capacity Building Project for Private
Sector Promotion, Privatization & Regulatory Capacity Building,
and Economic Reform Support Operations). Cape Verde's portfolio
performance ranks number one in the Africa Region of the World Bank.
As of August 31, 1998, the Bank had extended eleven credits to Cape
Verde amounting to about US$106.8 million equivalent, of which about
US$65.6 million equivalent has been disbursed. Five operations have
been completed and closed, leaving the current portfolio with six
projects representing a total of about US$82.5 million equivalent,
with an undisbursed balance of about US$37.7 million.
The involvement of the International Finance Corporation (IFC) in
Cape Verde is still small. As of August 31, 1998, IFC had two
investments totaling US$1.12 million. However, IFC's work in Cape
Verde is expected to become more proactive with the support of its
field office in Dakar, Senegal.
Cape Verde became a member of the Multilateral Investment Guarantee
Agency (MIGA) in 1993. Four guarantees have been issued for one
investment in the mining sector for a basalt quarry. The country has
also benefited from MIGA's technical assistance through a number of
investment promotion activities, capacity-building events for
investment intermediaries and use of MIGA's information dissemination tools.

I read in a magazin about Cape Verde and had planned a trip to there,

The Government generally respected the human rights of its citizens,
and the law and judiciary provide effective means of dealing with
instances of individual abuse. There were isolated cases of police
abuse, including beatings, of citizens detained on suspicion of
criminal activity. Domestic violence, discrimination against women
and mistreatment of children continued to be serious problems.
Although the Government supported legislation to ameliorate these
problems, it failed to adopt, implement, and enforce policies designed
to address the most critical challenges. There were instances of
media self-censorship, and the authorities sometimes prosecuted for
criminal libel journalists and editors who published material critical
of government officials.

RESPECT FOR HUMAN RIGHTS
Section 1 Respect for the Integrity of the Person, Including Freedom From:
c. Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment
The Constitution prohibits such practices, but there were isolated cases of police mistreatment,
including beatings, of citizens detained on suspicion of criminal activity. Severe overcrowding of
prisons is a problem. The Government permits both formal visits by human rights monitors to prisons
and routine visits to individual prisoners.
Section 2 Respect for Civil Liberties, Including:
a. Freedom of Speech and Press
The Constitution provides for freedom to express ideas by words,
images, or any other means, and for freedom of the press without
censorship. The Government generally respected these freedoms in
practice, and there is a substantial independent press. Nevertheless,
there was continued criticism by independent political figures of
the performance of the state-controlled television, radio, and print
media for their failure to exercise vigorously their monitoring role
in a multiparty system.
Journalists are independent of government control and are not required
to reveal their sources. However, self-censorship within
government-controlled media, including the national television and
radio networks as well as the state-owned newspaper Novo Jornal,
influences media criticism of the Government. Under broadly
interpreted criminal libel laws, the authorities frequently prosecuted
and often convicted and fined opposition newspaper editors and journalists who published articles critical
of government officials.
d. Freedom of Movement Within the Country, Foreign Travel, Emigration,
and Repatriation
The Constitution provides for the right of asylum by refugees,
and no violations have been reported. According to the Human Rights
Commission, credible media reports, and government officials, Nigerian citizens have been subject to discrimination by immigration authorities.
Section 5 Discrimination Based on Race, Sex, Religion, Disability,
Language, or Social Status
The Constitution prohibits discrimination based on race, sex,
religion, disability, language, or social status. However, the Government does not effectively enforce all its provisions, resulting in ongoing
discrimination, particularly against women and children.
Women
Domestic violence against women, including wife beating, remains
common. Victims rarely report crimes such as rape and spousal abuse
to the police. Women's organizations are seeking legislation to
establish a special family court to address crimes
of domestic violence and abuse.
Women continue to face discrimination in several ways. Despite
constitutional prohibitions against sex discrimination and provisions
for full equality, including equal pay for equal work, discrimination
continues. Women experience difficulties in obtaining certain types
of employment. Although they are often paid less than men, they are
making modest inroads in the professions.
The Constitution prohibits discrimination against women in inheritance,
family, and custody matters. However, largely because of illiteracy,
most women are unaware of their rights. Women are often reluctant to
seek redress of domestic disputes in the courts. The Organization of
Cape Verdean Women alleges disparate treatment in inheritance matters,
despite laws calling for equal rights.
Children
The Government has prepared studies of social policy priorities and
legal rights for children and adolescents, and the Cape Verdean
Institute for Children has been restructured in accordance with
norms established in the Convention on the Rights of the Child to
implement its obligations under the Convention. In education the
Government's priorities include extending mandatory education to 6
years for all children, and there has been substantial progress
toward this objective. In health the Government seeks to reduce
infant mortality and disease, combat drug and alcohol abuse, and
discourage teenage pregnancy. Child abuse and mistreatment are
continuing problems, exacerbated by chronic poverty, large unplanned
families, and traditional high levels of emigration of adult men.
Mass media, including government-controlled media, continue to
highlight children's problems, including sexual violence against
children, juvenile prostitution, and drug abuse as well as health
and education problems.
People with Disabilities
The Government does not mandate access to public buildings or
services for the disabled. Job discrimination against the physically
disabled is prohibited. There are no official schools or trained
teachers for the disabled, although several nongovernmental groups,
including an association for the blind, are active.
Section 6 Worker Rights
a. The Right of Association
There are two umbrella union associations: The Council of Free Labor Unions, and the National Union of
Cape Verde Workers, The Government does not interfere with the activities of
these organizations, but both suffer from a shortage of funds.

I am with the greatest interest looking for news about Cabo Verde.
I will visit the country in April-May. Sal Island at a seminar, but then vacation for two weeks. I know Santiago, Fogo and São Vicente, but from very short visits. Maybe it should be wise to visit Boa Vista and Santo Antão? I love the music, the hospitality and the nature, but not the way they threat their animals (read dogs).

I was quite happy to see that there is a Cape Verde site ! I couldn't believe it. Here in France people know so little about the country of my origins ! It's time they get to know a little more about it and thanks to you they probably will.
I am very interested in the history of one of my countries of origin. Indeed, I am a cocktail of Portugal (my grandfather was Portuguese, Great-Britain and Brazil, and of course Cape Verde. Maybe I have other origins but I don't know them.
Actually, I am writing because I would like to know how to get information about Cape Verde's history. I have a dossier to do and I chose to do it on Cape Verde. It must be cultural and I thought it was the occasion to get to know better this wonderful country and in the same time pass that culture to others and later to my children.

It was even certified with pictures, names, ages of the respondents in Mindelo.

Hello my fellow Capeverdeans,
I have always been a "quiet" observer of this page. I've always enjoyed reading comments about other capeverdeans out there in the world, having a struggle, similar to myself. I am a first year master of social work student at the University of Connecticut, and like many of you, I enjoy being Capeverdean, and I am also eager to learn more and more about my culture, even though I feel that I know plenty. That is the reason why I was embarassed and offended by the comments made by "Dr." Jose Manuel Monteiro Evora. My people, do not alarm yourselves, the situation is bad only because Cape Verde is still a third world country. But not as bad and misleading as stated by this so called Doctor, or candidate. If you are a person with common sense, you realize that 1/2 of the Capeverdean population cannot be analphabetic, especially over the age of 15. Maybe he meant to say 5 and under, because those prospective students have not started their endeavor. He criticizes our democracy. I am not worshiping this system, however we can say that this is not the worst democracy in the world. The economic hardships that our people encounter, is not solely the result of this system, not to say that it does not influence it in any way. Like many who criticized the Dr.'s article, please let me know where he got his statistics!!!!!! Where did he come up with an average income of $1000 per household? And I was truly offended when he portrayed the typical tourist city in Cape Verde. I have been to Cape Verde plenty of times. In fact, I was born and raised there, and that is not a feature of our young children. Not to ignore the fact that such acts do take place, however, that type of activity does not have such "alarming" impact that this doctor claims. There are other criminal activities on the rise that have had a tremendous impact on the criminal system, and those are not even addressed by the Doctor. In conclusion, I don't mean to fill your head with lots of information, but do question this doctor. I am appalled by the fact that he is a candidate for his doctorate. As a graduate student at a major university, I can tell you that our work is highly reviewd and criticed by review boards and professors. This leads me to one final question. Just reacting to Doctor Jose Monteiro Evora's comments about
his home country that he loves so much on 02/20/99.
Shame on you! I wonder from what University you got your
Doctorate degree... You must know that it is a crime to
publish false statistics on a public web page...
If you need to get some data on Capeverdean Economics please
write to INE ( instituto Nacional de Estatisticas )in Praia
Cape Verde and they will send you the latest publications with
correct data.
Just for your information Cape Verde is not one the 20th poorest
countries in the world. The latest UN publication ranked Cape Verde
number 104th out of 185 countries in the World. Some other interesting
data is that the Average per capita income (1998 data) is $1200.00
for your information it was $190.00 in 1975 (colonial era).
School enrolment in Cape Verde is 99% with a 2% drop out. One of the
highest performances in Africa.
Another interesting information for your consumption is that the
World Bank considered Cape Verde as the second highest achiever
in Africa (after Mauritius) in terms of World bank financed
economic development programs. In other words no corruption at all.
Could you be a little more specific on what type of corruption you were talking about? Cape Verde´s reputation among bilateral and
multilateral aid donors is one of the highest in the World.
Please next time you write about any subject do your research before
writing!! well I should not be saying this you are a doctor... right?

I just want to say that I was thoroughly impressed to see our intelligent brothers and sisters are taking pride in their culture and making it known to all. I am so glad to see that we have a place of our own. I will be giving the address to my children, who just as proud as I am to be Cabo Verde. I am so proud,that I have a tattoo on my ankle for everyone to see. Even though my 19-year old son is not all CV he is very proud of his heritage and wants a tattoo too. Looking for information concerning the presence of the British in Sao Vicente during the 19th and 20th centuries. They were the telegraphers who worked the telegraph relay station that was there for almost 100 years.
I am a native of the Fox Point Section of Providence, RI. Fox Point is an integral component of Cape Verdean history in the USA. We all look to New Bedford as our North American Mecca, but believe me, Fox Point was a thriving Cape Verdean community in its day. The oldest house of worship built exclusively for the use of Cape Verdean people in North America is in Fox Point. It is the Sheldon Street Church which is still standintg at 51 Sheldon Stret, in Providence.
Hope you young Cape Verdean Collegians are giving serious thought to getting out of the Cape Verdean Academic Ghettos of Southern New England for Graduate School. Consider institutions of higher learning in the Big Ten or anywhere that is a minimum of 700 miles from Boston. It does not matter what direction. No matter what anybody tells you: Everything you need to know is NOT within that 150 mile radius between Boston and New Haven. There is a whole lot of the USA West of Hartford, and South of Philadelphia. Get out and see it. Da's tudo mantenha. Your Deetroit Cape Verdean Connection

Cabo verde is doing very well for all those who want too know.
The present people in government are doing all they can to make it better. Certainly we have problems,who does not have problems.
USA has problems. We do have a democracy and if those who want a change just vote the next time around. Those of you who can not understand that is because you don't want to understand any thing.
We hav e come a long way we have a long way to go we don't kid ourselves. What are you doing to help Cabo verde?
In terms of Africa Cabo Verde is really escond to none;we are working with all the other good African countries who have a democracy for the unity and the well being of all Africa. We are members of the OAAU the United Nations;we Embassies in many countries around the world and we ar making a contribution to the world. We are represented with the best of the world. We thank all of you who are truly concerned about Cabo Verde and the rest of Africa. Thank you.

To all those who either agreed with me or in some way responded to
the comments I made earlier about "Jose Manuel Monteiro Evora" on:
"What is happening to your country in this century?
You should Care!!!!! It is your heritage that is being destroyed.
You can not let this happen. Some body has got to do something
to save Your Nation".
The reason I responded to his comment the way I did is not so much
that the information is misleading, it's that it hurts me to see
someone all the way in the other side of the world saying things that
are untrue and unheard of. Come on now, we all know that "Cape Verde"
is a third world nation, but we also know that it is among a few
countries in the sub saharan Africa that is considered safe enough
to foreigners by the western world. If that is true, then why is this
guy saying that the government does not care about the people. I'm
not trying to get on no government side or anything, but does this
guy know that Cape Verde is an independent country and has been so for
the past 28.8 years? or is he referring to the Cape Verde under the
portuguese colonialism. If he is then he needs to check what time it
is, because it's 1999 not 1460 or any time between 1460-1974 for
that matter. In addition, if he knows that we're an independent
nation, he also needs to know that Cape Verde is a democratic African
state and is among one of the few countries in Africa that was able
to convert from socialism to democracy without any forms of corruption
or civil war.
So can someone please inform or ask this guy to explain himself about
what he is saying.
In closing, I would like to commend all those who in some way or
another responded to the statements I made on this issue. I hope I
have answered all questions in regards to this matter.

I play fiddle with a Cape Verdean band which would like to play for events, clubs, and parties. We performed at the Amilcar Cabral event at U Mass. on MLK Day. Please e-mail me if you are interested.
