  "Our final port call was in Praia, Cape Verde. Once again, the primary mission here was training with the Cape Verde Coast Guard. Another big part of this port call was a large community relations project at a local school. As many of you may know, New Bedford has a large Cape Verdean-American population who were drawn to the area by the fishing and whaling industries over a century ago. Prior to our departure, the city provided 75 gallons of paint and painting supplies to be used during the project. A delegation from New Bedford met the ship in Praia and arranged the project with local representatives. 70 crewmembers performed about 500 hours of work over two days completely repainting the five room schoolhouse, cleaning up the schoolyard and repairing the school's furniture."

These reports present a comprehensive look at countries' commercial environments, using economic, political and market analysis. The CCG's were established by recommendation of the Trade Promotion Coordinating Committee (TPCC), a multi-agency task force, to consolidate various reporting documents prepared for the U.S. business community.

  "In the first article of this series I explored the concept of power in Africa's glorious empires of the past: Ancient Egypt, Kush, Ghana, Mali , and Songhay. In the following section, I will bring the focus on African concepts of power during the last five hundred years. The successive invasions, the slave trade and colonialism have profoundly altered the continent. Worse yet, they have changed the way Africans conceived power. Power needs institutions for its transmission and its survival. Certainly, the slave trade and colonialism are no longer Africa's besetting problems. However, these two phenomena have introduced a plethora of lingering issues to the African continent and are still in an indirect manner shaping African lives. The blind adoption of institutions inherited from colonialism in the period following African independences has created an ambivalence towards African culture in some areas and utter confusion in others. To our knowledge there has never been a serious and constructive debate on any African soil of the suitability of these institutions inherited from another age. This failure to analyze these institutions has been very costly because these grafted institutions produced very poor results in many instances. The dictatorships and other state gangsterisms that disgraced the continent in our life time are direct end results of this neglect."

• 1996-13 - Chapter 6 Efficiency of EU Programme Food Aid: Management and Operational Issues - from a report presenting the findings of a study of European Union food aid to developing countries, focusing on programme food aid. The study has been the first joint evaluation of an aspect of EU development co-operation including both national actions of Member States and Community Actions organised by the European Commission on behalf of the Union. It was undertaken for the Working Group of Heads of Evaluation of EU Member States and was supervised by a Steering Group Committee (SGC) of the same.

Although it is acknowledged that food aid is essential to feed populations in exceptional crises, it has been widely criticised for:

• Mr. José Luis Jesus elected Judge on the International Tribunal for the Law of the Sea - (New York, 24 May, 1999) Today, the States Parties to the United Nations Convention on the Law of the Sea, meeting at the United Nations Headquarters in New York, filled the places of seven of the 21 Judges whose terms of office end on 1 October 1999. They re-elected the following Judges for a nine year term: Joseph Akl (Lebanon), Paul Bamela Engo (Cameroon), P. Chandrasekhara Rao (India), Anatoly Lazarevich Kolodkin (Russian Federation), Vicente Marotta Rangel (Brazil), and Rüdiger Wolfrum (Germany).   "The main reason why I deeply admire this people is that it has been able to resist in such a tough environment. Daily life is very often a question of survival. Resources are scarce. The subsoil does not conceal any richness. Fishing is the only lucrative activity. Without international aid and the money sent by exiled Cape Verdeans, life would almost be impossible. In spite of this harshness, music is omnipresent. It is very sensual and often mistakenly compared to fado. Funaný music, which, according to Jean-Yves Loude, is "a succession of popular chronicles in which sexual performances reply to the offences of misery", has nothing to do with salsa. Its rhythms are completely different. I admire these people for their savoir vivre and the serenity they show in any occasion in spite of the difficulties they meet in their everyday life."

  "The coladeira is a morna in high gear with influences from Brazilian samba, and Latin cumbia . Its name comes from the word cola - "glue" in Portuguese - because the couples dancing it look like they are stuck together. Coladeira went electric in the late 60's but Cesaria's "Bia Lulucha" features a very Creole clarinet amidst a '70s style rhythm section. "Rosinha," played by the Netherlands-based group Livity, is a modernized coladeira heavily influenced by French Caribbean pop. It rules Cape Verdean dance floors from Massachusetts to Cape Verde Island. Funan· hails from the island of Santiago, which was the center of the Cape Verdean slave trade. Under the colonial regime, funan· was only heard in the countryside and disparaged as "folklore" by the urban middle class. The funan· was especially unpopular with the Portuguese colonial powers for its obliquely political lyrics.   "In the last years of the Portuguese dictatorship, in the early 1970s, the idea was widely floated of a Lusophone commonwealth, which might replace the empire in a spirit of co-operation, and also include Brazil. In the first years after the crisis of 1974-1976, Portugal acted in a spirit of considerable withdrawal from its former responsibilities. In 1979, an organisation of the five former African colonies, now known by the strange acronym of the PALOPs, came into being. In 1996, after many delays and discussions, this was extended into a full commonwealth, the CPLP, of all seven nations--Portugal, Brazil, Angola, Mozambique, Guinea-Bissau, Cape Verde, Sao Tome e Principe. East Timor awaits membership. When it joins, the CPLP will span all the continents.
  "The fledgling organisation faces many problems. It has nothing like the international weight of the British Commonwealth or the Erancophonie. Its financial resources are meagre, the economic links between the members weak. For this reason, its stated functions are mainly confined to the cultural. But, of the much-vaunted two hundred million native speakers of Portuguese, fully a half are thought to be absolutely or functionally illiterate. The executive secretary of the organisation, the former Angolan premier, Marcolino Moco, is pressing for a total lowering of barriers and freedom of movement which would make the CPLP similar in form to the KU, but this dream is a long way from being fulfilled."

  Mystic Seaport's World Wide Web site entitled "Exploring AMISTAD: Race and the Boundaries of Freedom in Antebellum Maritime America" collects historical resources relating to the revolt of enslaved Africans aboard the Schooner Amistad off the coast of Cuba in 1839 and their subsequent struggle for freedom in the courts of the United States. The web site opens electronic access to a substantial body of primary historical source material and offers historical analysis of the episode's racial, social, cultural, political and international dimensions. It includes an educational component that develops sample curricular material using the project's primary materials, and invites and incorporates interactive, organic participation in the project on the part of scholars, museum experts, teachers and learners. This last component of the web site includes tracking a parallel project at Mystic Seaport for which separate grant funding has been secured: the historical reconstruction of the Amistad as an exhibit and learning center.
