DESCRIPTION:The Department of Accounting & Finance announces the following
research seminar. Speaker: Eliezer M. Fich (Drexel University)Title: Who G
ets the Contract? The Role of Social Capital in Government SpendingDate: F
riday, November 6, 2026Time: 9:30 -10:45 AMLocation: via Zoom MeetingMeeti
ng ID: 438 755 1509 Abstract: We study whether economic connectedness, a m
easure of social ties across socioeconomic status, affects federal contrac
ting outcomes for Small Disadvantaged Businesses (SDBs). We combine federa
l contract data with county connectedness measures. A 5% increase in econo
mic connectedness is related to an 11.35% higher likelihood that an SDB wi
ns a federal contract. This translates to about $529 million in added cont
ract value. Omitted variable diagnostics suggest that unobservable selecti
on is an unlikely explanation for our findings. The gains come from increa
sed SDB participation, not preferential treatment. Policies that build tie
s across income groups could widen disadvantaged businesses’ access to p
ublic procurement. For additional information, please contact Prof. Hongka
ng Xu at hxu5@umassd.edu.\nEvent page: https://www.umassd.edu/events/cms/1
