Export Control

The Office of Institutional Ethics & Compliance is responsible for developing and implementing the export compliance program.

Export controls are United States laws and regulations which regulate and restrict the release of critical technologies, technical data, software code, equipment, chemical and biological materials, services, and other materials or information to foreign nationals and foreign countries for reasons of foreign policy and national security.

The scope of export controls is very broad and applies to virtually all fields of science and engineering activities - not just sponsored research projects, to restrict both physical and electronic transmission. 

Sanctions also restrict activities within certain countries and designated institutions, entities, and individuals, even if no controlled items are involved.

 

Exports Include:

  • shipment, transmission, and transfer of an export-controlled item, including technical data, to persons or entities outside of the United States, which includes sending or taking an export-controlled item or information out of the United States, 
  • verbal, written, electronic, or visual disclosures of controlled information related to an export-controlled item to a foreign person while in the United States,
  • transferring registration, control, or ownership of a controlled item to a foreign person or entity,
  • use or application of an export-controlled item on behalf of, or for the benefit of, any foreign person or entity, either in the U.S. or abroad, and
  • transactions with sanctioned or embargoed countries or restricted or debarred individuals or entities.
