Introduction
Motor vehicle rules and regulations are necessary to establish safe and orderly driving conditions and to maximize on campus parking. The enforcement of parking regulations is not meant as an impediment to university community life; rather it’s aimed toward the elimination of confusion and hazards.
This information is being provided to assist all members of the University of Massachusetts Dartmouth community with parking and traffic regulations. The cooperation of each member (students, faculty, staff and visitors) is necessary to put this policy into effect and assist us in maintaining a safe environment.
These parking regulations are enforced 24 hours a day, 7 days a week.
Permits and Registration
Registrants' Responsibilities
- All members of the community (i.e. full-time/part-time students and employees, graduate students, continuing education students, special participants of seminars, conference or workshops: individuals working on grants; vendors, etc.) must register each vehicle they operate on campus.
- It is the responsibility of all individuals who operate or maintain vehicles on campus to be aware and abide by the regulations expressed herein. The action of any individual operating a vehicle on campus is deemed to be conclusive evidence of his or her acceptance of and willingness to abide by these regulations.
- Operation and parking of a motor vehicle on University property shall be solely at the driver’s risk.
Administration of Regulations
The following prerequisites for registration must be met before an individual may register with the UMass Dartmouth, Department of Public Safety:
- The applicant and the vehicle to be registered must meet all legal requirements for operation within the Commonwealth of Massachusetts.
- You must supply proof of vehicle registration when registering the vehicle. It is the responsibility of the registrant to obtain a permanent permit when the license plates are placed on the vehicle. NO REMINDER NOTICE WILL BE SENT.
- You must show a validated University of Massachusetts Dartmouth I.D. when registering your vehicle.
Applying for a Parking Permit Online
Register for a parking permit online at the following web site: https://secure.umassd.edu/parking
You will need your vehicle registration form and your license to enter all the necessary information.

Proper Display of Parking Permits
Students, Faculty and Staff of the University of Massachusetts Dartmouth must affix the decal to the lower left driver’s side of the windshield. If you are issued a hangtag permit, it must be placed on the windshield’s rear view mirror. Your permit must be displayed in the correct location to be valid.
These permits may be obtained at the UMass Pass Office located near the bookstore in the Campus Center.- Visitors, vendors, contractors, participants of conferences, seminars and workshops must hang their visitor pass from the rear view mirror. These permits may be obtained from the Department of Public Safety.
- Permits are not transferable to other vehicles and they must be displayed and permanently affixed on the vehicle to which they are registered. Each vehicle can display only one current permit.
Faculty and Staff Registration
- Faculty and staff are entitled to parking permits for the appropriate employee lots for which they qualify.
- Children or spouses of faculty/staff who are students here at the University of Massachusetts Dartmouth may not park in faculty/staff areas.
- Faculty/Staff decals can be obtained at the UMass Pass Office located near the bookstore in the Campus Center. You must bring your vehicle registration and University I.D. with you to obtain your pass.
Student Registration
NOTE: All student must park within white lines only.
- Full-time, part-time, and special students must register their motor vehicle at registration for that term; or if they obtain a motor vehicle after registration, within 48 hours after they first operate the vehicle on campus.
- Student parking decals can be obtained from the UMass Pass Office between 8:30am to 4:30pm, Monday through Friday. It is located near the bookstore in the Campus Center. You must show your vehicle registration and University I.D.
- Commuter students are prohibited from parking in the Cedar Dell or Residence Halls lots.
- Resident students are issued a parking decal for the residential area in which they live.
Temporary Permits
If you will have a motor vehicle on campus for a brief period, you must obtain a temporary permit. This applies to substitute vehicles when yours is being repaired, a parent’s vehicle that was loaned to you at the beginning or end of the term, and other such similar circumstances.
All temporary permits and hangtags must hang from the rear view mirror of the windshield when it is parked. You must remove it while the vehicle is in motion.
Temporary permits can be obtained at the Office of the Parking Manager located at the UMass Dartmouth Department of Public Safety.
Medical Permits/Disabled
If you have a temporary or permanent medical condition that limits your mobility, you can obtain a special permit, which will provide disabled parking privileges for a stated period of time depending upon your medical problem. Documentation from your physician is necessary to obtain a parking permit. These permits are available at the UMass Dartmouth Department of Public Safety. The Department of Public Safety adheres to the rules and regulations set forth by the Massachusetts Registry of Motor Vehicles regarding the proper use and misuse of disability plates and placards. Visitor/Public Parking
Note: Visitors' parking areas are for visitors only.
Visitors on the campus for one day need a parking permit and must comply with these parking regulations. Visitor passes must hang from the rearview mirror and park in designated visitor parking areas. Daily parking permits may be obtained from the UMass Dartmouth, Department of Public Safety.
Parking Permit Replacements
- When a permit is lost or stolen, or when for any reason the numbers on the permit cannot be determined, a new permit must be obtained and placed on the vehicle within 72 hours.
- If you sell or trade a registered vehicle, it is your responsibility to notify the University Police of your old decal number and obtain a decal for you new vehicle.
Parking Lots
General
- Obtaining and displaying a parking permit is not a guarantee of a specific parking space. If you cannot find a parking space within your designated areas, please inform the University Police.
- If an area is not specifically marked for parking, (lined areas, signs etc.), you may not park there. Observe posted restrictions in other areas and do not park on landscaped areas, block gates, entrances, crosswalks, or handicap access ramps.
- The University Police must be notified anytime your vehicle is parked in a loading or restricted area for purposes such as loading equipment or heavy objects. Please call 508-999-8107, 24 hours a day.

Motorcycles/Mopeds
- Motorcycles and mopeds may park at any bicycle/motorcycle rack and in any parking space or other space as long as it is not blocking a walkway, roadway or ramp, or close to the buildings. They may not be parked on any landscaped area or walkway.
- Motorcycles and mopeds may not be driven on walkways or landscaped areas.
Special Events
Special events and activities may require special regulations. Follow the appropriate signs and notices in regards to these restrictions.
Emergencies and Special Situations
During emergencies and special situations, it may become necessary for the University Police to temporarily suspend or otherwise modify specific regulations found here or otherwise posted. In such cases, signs, other markings, or onsite supervision will communicate actions to this effect. Temporary regulations and restrictions shall be enforced accordingly. Some situations include, but are not limited to: flooded roadways, construction, snow removal operations, ice on road, etc.
Traffic and Parking Regulations
Traffic Regulations
- No person shall operate a motor vehicle upon any street, roadway or parking lot on University property at a speed that is greater than reasonable and proper without due regard for pedestrian traffic, weather conditions or the condition of such street, roadway or parking lot. At no time may you exceed the posted campus speed limits, which are 15 MPH in Cedar Dell and the Residence Halls or 25 MPH along Ring Road.
- All laws of the Commonwealth of Massachusetts are enforced on the campus.
- Pedestrians in crosswalks have the right of way. Any vehicle failing to yield to the right of way, and STOP for pedestrians crossing a street, may receive a citation. A pedestrian has the right of way once he or she has stepped onto the street from a sidewalk, curb or side of the road.
- Vehicles proceeding from a parking lot and entering a street, road or main traffic lane in a parking lot shall yield to oncoming vehicles on such streets, roads or main traffic lanes.
- The driver of any vehicle involved in an accident MUST REPORT the accident to the University Police immediately.
Parking Regulations
- The failure of the University to insist upon strict compliance with any parking regulation contained herein in any one or more instances shall not be interpreted as a waiver for the future enforcement of such regulation. All regulations shall remain in full force and effect.
- Rain or inclement weather does not alter any of the provisions of these regulations.
- Vehicles may be parked and/or operated on University property only in such areas as are marked by signs, street markings, and parking regulations, or other designations indicating that parking and/or operating is permitted.
- The following practices are specifically prohibited:
- Double Parking
- Parking on the left or right side of the street, facing traffic
- Parking over a line or across the line indicating a parking space
- Parking on lawns or landscaped areas
- Parking in front of a driveway, gate, walkway, dumpster, stairs or in any manner such as to block traffic or parked vehicles, roadways, or hinder the passage of pedestrians or vehicles
- Parking in fire lanes under any circumstances
- Parking in loading zones or areas marked "no parking"
- Parking in areas not designated for parking
- Parking in a zoned area for a permit other than the one displayed
- Parking in reserved areas or handicapped spaces with the appropriate permit
- Parking in spaces marked "visitors" by any student, faculty or staff
- Parking overtime in any time limited space
- It is the responsibility of the motor vehicle operator to find an appropriate space. Lack of a space or a convenient space is not considered an excuse for violation of any parking regulation
- In the event of a mechanical failure, the driver must:
- Call the University Police for assistance.
- A disabled vehicle may not be left in a fire lane, and only vehicles with a handicap permit may be left in a Handicap space. If the cannot be moved from the space, they will be towed at the owner’s expense. • If the University Police Department can assist you or if you have any questions until repairs can be made, call 508-999-8107 at any time.
- Vehicles should not be left in the parking lots during Christmas Recess in case snow removal is needed. If the vehicle has to be towed, the owner will be responsible for towing fees. You may call the University Police Department at 508-999-8107 to make parking arrangements.
Parking Violations and Fines
General
The person to whom a vehicle in registered is held fully responsible for any violation involving the vehicle, even if another person was using the vehicles at the time of the violation, as well as any tickets received on any unregistered vehicles. Any person who unlawfully tampers with or removes from a motor vehicle or unlawfully changes, mutilates or destroys any notice affixed to such motor vehicle will have his privilege to operate a vehicle on campus suspended and may be subject to prosecution under the criminal laws of the Commonwealth of Massachusetts.

Other violations include:
- Falsification of University registration information
- Using fictitious, falsely made or altered University vehicle registration decal or permit
- Using a special permit to operate a motor vehicle for other than purpose of issue
- Failure to display appropriate University registration or parking decal on a registered vehicle
- In cases of abuse of regulations or serious violations of Dept. of Public Safety may suspend your parking privileges
Payments and Appeals
Payment of Fines and Billing
Fines may be paid at the University Enrollment Center located on the first floor of the Administration Building , Monday through Friday, 8:00am to 7:00pm. Fines may also be mailed to the following address:

If paying by check or money order, please make it payable to University of Mass. Dartmouth . Please be sure to include the ticket number and vehicle plate number. Do not mail cash. All fines go to the UMass Dartmouth scholarship fund.
You may also go to the following web site to pay parking tickets online: www.PayMyParkingTickets.com, or you may call 1-508-480-0773 to pay parking tickets with a credit card. If you have a hold on your driver's license or vehicle registration at the Massachusetts Registry of Motor Vehicles, these tickets will be cleared by the end of the day.
Failure to pay the parking fine within 21 days of the date of the violation will result in an additional $5.00 penalty. A bill will be sent to the registered owner of the vehicle. If there is no response, the Registry of Motor Vehicles will be notified, and additional penalty of $20.00 will be added. These penalties must be paid to UMass Dartmouth, before you can renew your registration or license.
Appeals
The University Parking Manager, or an assigned designee, hears all appeals. You must bring your copy of the violation or notice with you to the University Police Department Annex, located in the Elmwood Hall student residence, between the hours of 8am and 3pm, Monday through Friday, or call 508-999-8121.
Towing and Booting
Towing Policy
Vehicles in violation of the following, but not limited to such violations are subject to tow, at the owner's expense:
- If the vehicle is parked in such a way as to create a hazard to other traffic, blocking a roadway or gate.
- If the vehicle is parked in a fire lane.
- If the vehicle is parked in a service lane, except while actually engaged in loading or unloading.
- If the vehicle is parked in a handicapped zone, or reserved designated areas.
- If an unregistered vehicle is either operated or allowed to remain on a public way.
- A chronic offender, with five or more parking violations, who has neglected to abide by the regulations set forth in this booklet.
Vehicle Booting
Vehicles that are booted for a parking violation will have to pay a fine and all outstanding balances owed for parking violations to have the boot removed. After three days, if the boot remains, the vehicle will be removed at the owner's expense. Any individual who believes that their vehicle may have been towed, should contact the University Police Department at 508-999-8121 or 508-999-8107.
Services
DART Shuttle Service
The Dart Shuttle Service is available from 5:15pm until 2:15am, 7 days a week, unless there is a special function, in which case it will run a ½ hour after the function ends. This schedule runs from September through May. The Dart Van cannot be reserved.
Residence Halls and Cedar Dell
Resident students must always park in a designated parking space when parking in their respective residential area. During evening hours, if a resident student is unable to locate a parking space in their respective residential areas, they may park outside that area in a legal parking space. The student may then call or come to the University Police Station for a police escort, or utilize the DART shuttle service if applicable. Any illegally parked cars will receive a parking violation and/or will be towed.
Handicap Shuttle Van
Students needing wheelchair transportation on campus may call the University Police Department at 508-999-8107.
Library Safety Escorts
Safety escorts from the Library to the parking lot are available from 6:00pm until closing.
Motorist Assistance Services
Anyone needing assistance to unlock your car door or to jumpstart your vehicle may come to the Dept. of Public Safety or call 508-999-8107.
