CENTER FOR POLICY ANALYSIS

Division of Economic Development

The Division of Economic Development is UMass Dartmouth's leading research organization in this area, with nearly two decades of consulting experience in producing custom designed studies for public and private sector clients. The division's economic development experts have produced dozens of reports in the areas of economic impact analysis, economic base analysis, industry analysis, and workforce development strategies. The division's business innovation experts do technology assessment, market analysis, project feasibility analysis, and survey and behavioral research. The division works with state and regional economic development agencies, municipal economic development offices, workforce investment boards, trade associations, private businesses, venture capital firms, and investment managers.

Newport Opera House: An Economic Impact Analysis

Project Description: The Newport Performing Arts Center is proposing a $10,875,000 restoration and revitalization of the Newport Opera House. The purpose of the renovations is to restore the former opera house, vaudeville stage, and movie palace to its former position as a centerpiece of downtown Newport, Rhode Island. The Center for Policy Analysis at the University of Massachusetts Dartmouth was retained to conduct an economic impact analysis of the proposed project, including its construction (Year 0) and operations phase (Years 1-3).

Boston Cyberarts Program Evaluation and Economic Impact Analysis

Project Description: The Center for Policy Analysis was retained by the Massachusetts Cultural Council to conduct a program evaluation and economic impact analysis of the Boston Cyberarts Festival. The 2007 Boston Cyberarts Festival was held from April 20 to May 6, 2007 and included 60 arts and educational organizations and over 200 artists, curators and professionals.

AHA! Open Studios 2006 Program Evaluation & Economic Impact Analysis

Project Description: New Bedford Open Studios (NBOS) features the work of eighty-four local artists who open their studios to the public at multiple locations throughout New Bedford. Visitors to Open Studios are able to meet the artists and to purchase their work during the event. Open Studios 2006 was held on September 30 and October 1. The Center for Policy Analysis was retained to conduct a survey evaluation and economic impact analysis of the program.

Project Description: In June 2004, CFPA issued a SouthCoast Workforce Development Update that focused on the banking sector of the financial services industry,because a recent wave of mergers and acquisitions was having a significant and immediate impact on the SouthCoast workforce. This update of the local economic impacts of bank consolidation in the SouthCoast carries the previous update a step further by estimating the indirect and induced negative impacts of bank consolidation on other industries, as well as the micro-level impacts on terminated bank employees.

The analysis is based on data compiled during the past thirteen fiscal years, through June 30, 2005, by the Connecticut Division of Special Revenue (CDSR), the Rhode Island State Lottery (RISL), the U.S. Securities & Exchange Commission (SEC) Form 10K filings, and patron origin studies conducted by the CFPA since 1995.

Education and Ethnicity in Southeastern Massachusetts II: 1980 to 2000

Project Description: This report is a follow-up to Toby Huff’s 1989 study that examines changes in the formal educational attainment of Portuguese Americans in the Portuguese Archipelago from 1980 to 2000. It compares the educational attainment of persons of Portuguese ancestry to non-Portuguese residents and to those of other ancestries in the area. The report explores several factors that are correlated with educational attainment, such as foreign birth, year of immigration, age, and English ability, while it also compares the educational attainment of foreign born to native born Portuguese. Finally, the report examines some of the outcomes of education correlated with educational attainment such as income and occupation.


Arts, Artisans, and Cultural Organizations: Economic Impact Analysis of an Emerging Industry on Cape Cod & The Islands

Project Description:The SouthCoast Workforce Development Update focuses on the banking industry, because a recent wave of mergers and acquisitions is having a significant and immediate impact on the SouthCoast workforce. However, the impact of bank consolidation on employment and employees is not sufficiently addressed by state and federal workforce development policy or the Community Reinvestment Act. Published reports by bank officials indicate that as many as 500 employees, or as much as 33% of the South Coast’s remaining banking sector employment, could be eliminated over the next 18 to 24 months. Yet, there are few provisions for dealing with employment dislocation in the banking sector.

Comparative Lottery Analysis: The Impact of Casinos on Lottery Revenues & Total Gaming Revenues

The comparative analysis finds that in every one of the nine states with commercial casinos and a state lottery, total gaming revenue has increased since the introduction of casino gaming, regardless of the performance of the state lottery.

Project Description: This analysis estimates the geographic origins of visitors to Connecticut’s Foxwoods Resort Casino and Mohegan Sun Casino, particularly the percentage of patrons who are residents of Rhode Island, Massachusetts, and the other New England states. The patron origin ratios are applied to calendar year 2003 financial data to conclude that Massachusetts residents will spend approximately $821,000,000 at Connecticut’s two casinos in Calendar Year 2004 compared to $620,000,000 in CY 1998. Rhode Island residents will spend approximately $301,000,000 at Connecticut’s two casinos in Calendar Year 2004 compared to $226,000,000 in CY 1998.

Project Description: Economic & fiscal impact analysis for a proposed West Warwick Resort Casino. The report estimates that a $600 million resort casino would directly generate 3,106 construction jobs and 3,571 permanent jobs at the casino with a total payroll of $101 million annually. The probable net fiscal impact for the State of Rhode Island is $119 million in additional annual revenues.

Project Description: An analysis of the New England gaming market with estimates of the potential demand for a West Warwick Resort Casino. The analysis estimates that a resort casino would attract 3.7 to 4.8 million visitors annually and generate $510 million in gross gaming revenues annually. It is estimated that a resort casino in West Warwick would capture approximately 62% of the current visits by Rhode Island and Massachusetts residents to Foxwoods and Mohegan Sun.

Project Description: The City of New Bedford is promoting a "cultural economic development" project as part of its downtown revitalization strategy that incorporates tourism and cultural assets as a key business development cluster. The City of New Bedford is attempting to capitalize on its cultural assets and stimulate additional economic activity by sponsoring a monthly Arts and Culture Night. On the Arts and Culture Night, downtown businesses and attractions will remain open until 9:00 pm to attract additional visitations and expenditures by tourists and out-of-town visitors. The purpose of the MCC grant is to measure the economic impact of these nights on downtown New Bedford businesses and cultural attractions on a continuing basis.
