RESPONSIBILITY FOR IMPLEMENTATION OF THE EQUAL
EMPLOYMENT OPPORTUNITY/AFFIRMATIVE ACTION PLAN
The Chancellor:
- Designates the Assistant Chancellor to develop, maintain and monitor the Affirmative Action Plan.
- Carries ultimate responsibility for EEO/AA and its full achievement through the AA Plan, both institutionally and legally.
- Designates the Equal Opportunity, Diversity & Outreach Office through the Assistant Chancellor or designee to respond to complaints with regard to civility, sexual harassment, discrimination, and retaliation and equal opportunity.
- Ensures that appropriate sanctions are taken against any employee or student who violates the Equal Opportunity & Anti-harassment Policies of the University.
The Assistant Chancellor for Equal Opportunity, Diversity and Outreach:
- Is responsible for leadership, direction and supervision of the Office of Equal Opportunity, Diversity & Outreach.
- Assures that the University of Massachusetts Dartmouth Equal Employment Opportunity/Affirmative Action policies and procedures comply with federal and state laws.
- Oversees the development and implementation of the Equal Employment Opportunity & Affirmative Action Plan at the University of Massachusetts Dartmouth.
- Serves as liaison between the University and enforcement agencies on issues regarding Equal Employment Opportunity/Affirmative Action.
- Develops and administers internal Equal Opportunity & Anti-harassment complaint procedures, policy statements, affirmative action programs, and internal/external communications.
- Conducts investigations for complaints of discrimination and harassment.
- Oversees the preparation of state and federal mandatory reports in regards to EEO/AA.
- Consults with the Human Resources Department to review and monitor all faculty and staff selections to assure good faith recruiting procedures.
- Works closely with all departments, divisions and other areas to achieve equal opportunity/affirmative action, assess recruitment efforts and progress towards affirmative action placement goals.
- Reviews all full-time and part-time hires, promotions, transfers, terminations and other personnel actions to ensure compliance with the University's Affirmative Action Program. This includes all research grants, contracts, purchase orders, leases and vendors.
- Evaluates the University's placement, assignment, and job classification system to ensure that there are no patterns of discrimination and/or violations of EEO/AA.
- Assists in the identification of problem areas and report on all appointments where underutilization exists.
- Serves as liaison between the University on campus as well as off campus with minority, women's, veterans' and disabled persons organizations, and with community action groups concerned with EEO/AA.
- Advises the Vice Chancellors on topics regarding all non-reappointment and terminations in full-time employment that may disproportionately impact EEO/AA.
- Maintains memberships in professional Affirmative Action groups and keeps current on EEO/AA and related topics.
The Vice Chancellors, Deans, Department Chairs, Directors, and Supervisors:
- Works closely with the Assistant Chancellor of EODO to achieve the University of Massachusetts Dartmouth Equal Employment Opportunity/Affirmative Action goals.
- Works toward developing an environment free from harassment, uncivil behavior and discrimination where students and employees live, work, and study.
- Treats all complaints seriously.
- Ensures that an individual who files a harassment claim or cooperates in an investigation may do so without fear of retaliation.
