Mr. Silva joined the Office of Civil Rights in December 2021.  Mr. Silva has over 15 years of significant experience as a civil rights investigator and five years of experience in higher education compliance with Title VI and Title IX.  He is a graduate of the University of Hartford, where he earned a bachelor's degree in Criminal Justice and Sociology, and holds a Master of Public Policy from the University of Massachusetts Dartmouth.  Mr. Silva is fluent in Portuguese, enabling him to effectively communicate with and serve Portuguese-speaking students, employees, and community members.
