Mr. Gomes is the University of Massachusetts Dartmouth’s Chief Civil Rights Officer and Title IX Coordinator and is a member of the Chancellor’s Cabinet. He heads the University’s Office of Civil Rights.
A native of New Bedford, Massachusetts, David is a graduate of Boston College where he obtained his bachelor’s degree and Northeastern University School of Law where he was awarded his Juris Doctorate. David is licensed to practice law in the Commonwealth of Massachusetts and the States of Connecticut and New York.
Prior to joining UMass Dartmouth, David held professional and executive-level positions in a number of different industries, including human resources, healthcare, the appellate court system and private law practice, facilities management, and financial services.
David serves as an adjunct professor at UMass Law where he teaches Employment Law and Employment Discrimination. He is a NAACP New Bedford Branch Executive Committee member who heads the Branch’s Legal Redress Committee. David is a member of the Board of Directors of the United Way of Greater New Bedford, where he sits on the Strategic Governance Committee. He is also a member of the Board of Trustees for the New Bedford Whaling Museum where he sits on the Governance and Cape Verdean Advisory Committees.

Andre Silva joined the Office of Civil Rights in December 2021. Mr. Silva has over 10 years of significant experience as a civil rights investigator and started his career as a paralegal within the legal services community. He is a graduate of the University of Hartford and holds a bachelor’s degree in criminal justice and sociology. Andre is also a current UMass Dartmouth student pursuing a Master’s Degree in Public Policy.

Daniel Martinez joined the Office of Civil Rights in 2025. He has worked at UMass Dartmouth since 2017. Before joining the office, Mr. Martinez held professional positions in the Division of Student Affairs, first with Housing and Residential Education and subsequently with the Office of Community Standards. A graduate of Bridgewater State University, Mr. Martinez earned his bachelor's degree in political science. He later obtained his Master of Business Administration from UMass Dartmouth and his Juris Doctorate from UMass Law. He is licensed to practice law in Washington, D.C..
Daniel serves as a member of the Massachusetts Bar Association's Boston-Tiered Community Mentoring Committee and coaches one of the advocacy teams at UMass Law School.

Gail currently serves as the Executive Assistant for the Office of Civil Rights. A native of New Bedford, MA, Gail is a graduate of Eastern Nazarene College where she obtained her bachelor’s degree in management and Salve Regina University receiving her master’s degree in leadership dynamics and practice and her certificate in advanced graduate studies in expressive and creative arts. She is a dedicated professional with over 20 years of experience in administration, leadership development, and project management.
Gail formerly served as a member of the Board of Directors for the Cape Verdean Recognition Committee, Inc., Scholarship Committee, as adjunct faculty, Graduate Studies at Salve Regina University and was a member of the Graduate Student Advisory Committee and Holistic Leadership Alumni Working Group. As a published author, poet, and a never-ending student, Gail believes in the value of learning and
creating through imagination, engagement, and endless possibilities.
