Abstract:
In this talk, I will disentangle the modern understanding of the 'right to fish' on the high seas, or the ~2/3 of the ocean surface, as set out by the United Nations. I will do this by discussing previous work identifying which corporations have been fishing the high seas, recent research on the regional fisheries management organizations regulating industry, and the future paths the new UN High Seas Biodiversity Treaty (UN BBNJ) has the opportunity to create. The BBNJ treaty is officially an international legally binding text, with the first Conference of the Parties in January 2027. I will argue how the contrasting future possibilities for the conservation of high seas biodiversity under this treaty may be stunted or realized.
