McCuskey Speaks to Legislators at NCOIL Conference on State Health Reform

Professor McCuskey presented at the annual NCOIL conference, highlighting the potential for state-level health care reform.

UMass Law Professor Elizabeth McCuskey spoke to state legislators at the National Council of Insurance Legislators (NCOIL) annual conference. NCOIL invited Professor McCuskey to discuss her research on the Employee Retirement Income Security Act’s (ERISA) preemption of state health reforms. Professor McCuskey had worked with NCOIL on its successful amicus brief before the Supreme Court in the Rutledge v. PCMA case. The state won at the Supreme Court in December, and NCOIL invited Professor McCuskey to address state health insurance legislators about the implications of the case and how states can act to control health care costs and generally reform their health care systems. The presentation expanded on her analysis of the Supreme Court opinion, published by Health Affairs
